If no one here obliges, what you can do is open Photoshop and select the "quick select" tool. Then you drag your mouse (slowly) across the wheel area and it will help you select that area. Hold down alt while clicking to deselect any extra areas, and switch to a smaller brush size (top left) if you need to. Also use the zoom tool to zoom in and zoom out as needed while working.
Then once your wheel is selected, open the image menu on the top and select "adjustments". You should be able to change the color of just the wheel and see how it looks.
